Florida Department of Insurance

The Florida Department of Insurance is in charge of regulating, ensuring compliance and enforcing all statutes pertaining to the Florida insurance industry. The Florida DOI also monitors the insurance markets within the state. Their mission is to protect the public through these oversights. Kevin McCarty became the first appointed Commissioner in 2003. He has fought to make the industry as a whole more visible to the public and to protect seniors, while making the FL DOI more high-tech than most in the United States. He is also trying to help develop a National Catastrophe Plan.

314 employees run the Florida Department of Insurance with an annual budget around $25 million. Their revenue comes from the Insurance Regulatory Trust Fund. The Florida DOI employees are regulating almost 4,000 insurance entities from their office in Tallahassee.

The Legislative Affairs Office establishes, runs, and communicates both the budget and regulations for the Florida insurance offices. They communicate with all relevant state and local agencies regarding insurance issues. The Legislature formed the Florida Health Insurance Advisory Board in 1992 to ensure health care coverage was available to everyone, including small business employees. All Florida health insurance is now represented in this board including employer representatives, individual policyholders, and reps from the Agency for Health Care Administration.

Recent headlines pertaining to the Florida Department of Insurance spotlight positive changes and advancements in the organization. Commissioner McCarty appointed a new director of Life and Health Product Review. Eric Lingswiler has been in the interim position for nearly a year and will report to the Deputy Commissioner for Life and Health. Commissioner McCarty also recently signed a Memorandum of Understanding with the German BaFin, Germany's insurance, banking and securities regulator. The Florida DOI and the BaFin will share important information on regulation and insurance issues that could affect consumers in Florida, Germany, and the rest of the United States.

With the responsibilities of running an insurance market including Florida health insurance, auto insurance, life insurance, homeowners insurance and numerous others, the FL DOI surely has its hands full. Licensing companies and brokers and communicating issues relevant to consumer welfare must be efficient and effective for the Florida Department of Insurance to meet its main goal: protecting Florida insurance consumers.
